Dog abuse/ thrown out of house.

Hi guys, I’m visiting from the US and I am in a village near Ladwa. There is a house that beats/abuses their dog badly (desi mix). I’ve come to learn that they threw him out. Now when he is hungry he comes back to the house but they don’t let him in. I’m afraid he will not survive because I think he’s domesticated and needs food. We were debating about state matrices and of course he can't come up in any development parameter so, then he started talking about cases like honour killing and khap, deehat culture and what not even though they are almost zero in most of part of our state but still, can't counter because there are still some issues of honour killing (although its more in Rajasthan but its not something we should compare like whose better or worse in ranking). those word are really stuck in brain, while i'm sleeping...
