FIDE uses the elo ratings system, but these online sites use different one. Chesscom uses Glicko and Lichess used Glicko 2. Glicko (1/2) are mathematically very complicated compared to the simple elo.. but in regards to your case, Glicko uses a "rating deviation", factor where suppose you have an X rating, then it also determines the variance in your rating based on the dataset of your games, and the square root of that variance gives the standard rating deviation.
For example , if your rating is 1300 and rating deviation is 200 then lichess thinks your rating is expected to be in between 1100 to 1500. And since this range is widez lichess is unsure of your actual strength and the change in your rating will be high and your rating will fluctuate a lot. Initially since the account is new, the rating deviation is very high (~500), but as you play more games this number decreases signifying lichess is getting more and more sure about your rating. (You can check the rating deviation by going to your profile and clicking on specific section). I think after your rating deviation goes below 120 or something, the (?) behind your rating goes away which should come after 10-15 games played. If you don't play any games for some time, the deviation keeps on increasing, so it has an inactivity factor too.
