what should be highlighted is pass % of 2 langauge and 3 language ... why is there a need for a third language at all... you want to learn it learn it on your own time.. peopel who migrate to north wil learn hindi by themselves.. people who come to south will learn state language by themselves... it how they will communicate!...hindi is nothing but an RSS agenda! and it was congress agenda years ago... i think what hsould be bargained for is all the north state should offer tamil / telugu/kanada/malayalam as their third language!!! then they can ask south to learn hindi!
