Why is it so difficult to book Tirumala Darshan tickets?

Today was the day special entry tickets (300rs ones) were supposed to be available. I tried last month to book and wasn’t successful. It failed after money got debited from my bank account. So this month I was prepared, watched videos and read articles on how to book tickets. Had all the necessary info of my family ready. Had the app installed, notifications on, found myself in a place with the best Internet and all. I was inside the portal in 2 mins and the transaction was completed immediately but still no tickets. I tried again and again with different dates and slots, only money got debited but no tickets. Not to mention few days back I tried to book for arjitha sevas and also the electronic dip (knew I wouldn’t get picked given my luck)… this makes me question if this is actually genuine or do some agents just bulk purchase them? I asked people around me and they suggest that booking tour packages (which is expensive for middle class me) is the best way to do this. Guys is there a way I can book these special entry tickets ? We can climb but I’m worried about my parents. I tried to look in apsrtc but I can’t find any options for darshan tickets there too,
