Really unfortunate for the guys on the scooter. While it does seem like the Scorpio is entering the service road the wrong way. But considering there are 2 cars ahead of him, seems like it is an expected way of doing things at this point. I think the Scorpio was the last of the three cars to take the U-turn there.

That is also borne out by the fact that from the very start of the video, everybody is starting to slow down or is already on the brakes. You can see the 3rd brake light on the Storme from the very start. Probably everyone had already seen multiple vehicles taking a U-turn there.

The scooter just skid on its own, and it didn't seem like they were braking very hard or suddenly either. I think they hit a patch of some dirt of something else on the road which cause a sudden skid.

Some fault is also to be borne by the Tiago. Everybody was already braking, and I think he came in a bit too hot. In comparison OP was maintaining far more distance. Additionally OP was doing 55 when the scooter went down, suggesting the Tiago was still doing 65 or more. Considering how close he already was to the scooter, he should have slowed down much more by then. In the end I think the Tiago paid the price and came off with probably the worst damage of all.

Scooter guys were lucky that Tiago was alert enough to swerve and that OP had left space so that Tiago could do so.
