Personally I feel India has got good NH. Problem lies with sate highways.

1) STs are very much underfunded. They are doing what they can do in least budget available.

2) People from rural areas don’t have any other means of transportation apart from STs. They don’t have money to book rickshaw, forget cars. The frequency of STs are very low. So if they miss one they probably have to wait for atleast 2 hours before the next one arrives. So the crowding. In any developed cities where you find queues, the public transport has high frequency. People can afford to miss one or two of them.

3) Manners & Civic sense is only for the rich. The poor have shit load of other problems to solve before they start thinking about personal space & other first world concepts.

We have developed in tier 1 cities only as you go more to rural areas all the development starts to disappear
