to preface, i'm a technical founder so this isn't my primary wheelhouse, but i work with sales guys and can give an answer that's limited to your approaches.

limited to options 1 and 2, no reason you can't do both. setting up a general referral program is fast with tools like Rewardful and Tolt. takes little time to get integrated, and is just a set it and forget it type of deal, assuming users can generate their own codes through the website.

on the topic of referral programs, the adjacent and upgraded version is to do affiliate marketing, which those tools also support. at scale this is a lot more work and effort, so this is an option where at the early-stage, you would decide which singular channel to focus on first.

as for salespeople, commission-based sales is tried and true. works great across diff sectors - people i personally know run these teams.

Winning elections here is not that easy. Maybe BJP could win if they are in an alliance with admk and that too only in certain constituencies. Other than that if they are going solo, who will they project as candidates here? Votebank politics already is at a fixed percentage here. And BJP doesn't have any known faces either. So it'll be a massive fight if they face the elections alone.
