Simple, India is big and it is not a single nation but a multinational state/country. Bangladesh for example is single nation state of "Bangali" but india is multinational state with tamil, telugu, malayalam, kannada, marathi, gujarati, odia, hindi belt(with multiple ethnicities), punjabi, bangali and many more other nations. Each one of them have its own regional differences just as much as a frenchmen would have with english man. So its very natural to have some sort of regionalism.

Hindi belt have very little regionalism but thats not because they are ultra patriotic, They literally think non hindi parts of india is just an extention of their nation(hindi, hindu, hindustani). They think this way due to india having hindi as its official language.
