Would love a lot more context about who your target market is - because that directly influences the answer. Until we have that - here’s a general idea: at the stage you are at - you don’t need users, you need an audience. Product isn’t ready - but that doesn’t mean you shouldn’t be engaging with your buying population in a non-transactional way.

When thinking about how to build audience, think about 2 things:

1. What adds value to their lives right now (content, frameworks, conversation, tools) that I can provide.

2. Of those things which serve as a great on ramp to my product as a logical extension of that value.

Now is a great time to begin building trust and adding value. Then when it’s time to create awareness of the SaaS you’ll have a far more receptive crowd. You’ll also learn more about them, the problems they face, the language they use, the things that trigger action (or inaction) and a lot more. All of this becomes incredibly useful as you move towards GTM.
