TL;dr Sounds like a good plan as long as you have 2 copies of your data at all times.

I wouldn't use ExFat unless you want to universally share the data with Windoze and Linux users. I would use APFS for an SSD and HFS+ for a mechanical drive.

Your plan is sound as long as you always have 2 copies of you data at all times. So, get the new external drive and format that HFS+ and wait until you have copied all your data to that drive before re-formatting one of the SSDs.

The 4 TB Time Machine drive should last you a good long time and it could also be used to backup the external drive(s) if you wish but then you would 3 copies of the external data if you have 2 external drives that are mirrored. Possibly, overkill but better safe than sorry.

Here is my experience: I had the same problem you did with one of my previous computers that only had a 512 GB internal drive and my home folder was bigger than that. So, I used to have my home folder on an external drive but that causes all kinds of other issues when you upgrade or add new software so I wouldn't recommend it.

What I have now though is a computer with a 2 TB internal so I could have my entire home folder on there with a Time Machine backup. But I don't keep all my stuff in my Home folder for the reason you ran into when you Mac barfed and you needed another Mac to access the data. So, I run external drives in pairs for my music, photos, video, etc. And I use Chronosync to run a synchronizer every night to make sure the BU drives are in sync. I keep my documents in a separate folder from the OS Documents folder. Every night that is synchronized to one of the external drives and has a mirror copy. I also frequently clean off my desktop and downloads folder and copy them to one of the mirrored external drives.

I recently had some issues and had to create a new user and transfer all my stuff to the new user. This is made much easier if your data is on an external drive and not just in your Home folder.
