Pet cat stuck in apartment balcony in Dehradun

Posting from a throwaway account. Apologies. A pet cat of a friend of mine has made its way up an apartment building, into an abandoned apartment balcony since the past 3 days. The apartment is locked and owner cannot be contacted. No pet rescue center is helping either. The cat is crying ever since and the situation doesn't look too good if no help arrives soon. Could anyone please provide any leads/tips to try and get it back down safely?

I broke my samsung f model's phone screen, and i wish to replace it at a third party shop, any recommendations for a shop?

I have a Samsung galaxy F42 5G that I dropped today.
