Looking for FIDE tournaments in Delhi ncr

Hi! So this post is for my younger brother, he's 9. And he's been learning chess for 2 years now. We were thinking to enroll him for a tournament for real experience, regardless if he performs or not. He has played a few games on state level but he is unrated currently. My first Chess variant is a game called Cathayan Chess, inspired and adapted from Chinese Chess or Xiangqi. How did you amp up your game? Im stuck at 1500 blitz in chess.com. How do i improve from here? I also have a fide rating of 1300 or so. Are videos on chess.com good? Are there training available on chess.com?
