Is it fair to blame the Govt. for the country's challenges when, in reality, the responsibility to create value and drive progress lies with the people?

For example, our railway stations are filthy & overcrowded but who is responsible? Why airports are so clean but railway stations aren't? Because in metro, you can travel 120 kms for just 30 rupees. Basically, railways is run as a charity, for giving the poor masses, cheapest possible way to travel. Who is responsible that the masses are poor & only 2% is able to pay direct tax? Seriously, can we please have a serious discussion about banning those blinding white LED headlights and the rampant misuse of high beams in India? It's becoming a massive road safety hazard. Whenever I m coming back to home from gym, half of the time I m blinded by my fellow Indians who don't even know what fog lamps are or high beam is.
