I would suggest kochi. It might not be very relaxed city and might have traffic issues but in terms of cleanness, safety of women, religious harmony and good infra I think it is the best balanced city out there in India.

But this is not true for middle class individuals. They need to spend the money to get access to various things, from house, to cwr to good schools for kids.
