1. There is no point comparing a tier 3 city to a tier 1 city. Surat has its own advantages. The peace you get here is unlike any other place.
2. Construction. Well, that is good right? People are moving in here. There's demand. Upgrade to tier 2 to attract people to the new Diamond Bourse maybe? Good infra leads to influx of people leads to cultural change over time.

Its just a bit slow. But Surat is gonna get someplace in the future for sure, as hard it is to live here as an immigrant from another state, I am sure this will reduce.
