    I had a similar issue with ICICI sometime back and this what I had done.

    In addition to horrible exchange rate they charged me exorbitant fees. I wrote to the ombudsman and showed to them that during that entire one month that the money left my US Bank account before it got deposited here the exchange rate had never touched that low a value and made a case for customer fraud. Within 2 weeks I got a refund of fees and better exchange rate.
