Most of your points are perfect but ofcourse using of dust in laying of tiles (not concrete flooring) is a viable alternative. Dust is nothing but grounded concrete. Which is cheaper than sand. And best used as filling where you don’t use cement.

I would also suggest going for a pre mix concrete from acc for slab work.
