Sorry to say this but your post reeks privilege. People whom you term "they" are common folks having to endure all the hassle to pay their bills. "They" might just be having a bad day too. Now I do agree Indians in general need better civic sense but putting yourself in a higher pedestal than the general folks doesn't seem right.
