I’m assuming you’re in your early 20s and in college. If you want to hang out with your partner, do it at a place which has footfall, and not a “Shady place beside a school at 10:20pm at night”, because from every other perspective, it does not look good. Your intentions might have been pure, you might have wanted to have a heart to heart with them, private moment, whatever, but to a LEO, it seems suspicious. Doesn’t matter if you were with a girl, or a group of guys, it’s going to look suspicious. Especially at night, in an area where people don’t usually hang around. I have personally sat around alone in my area at night sneaking a smoke, and lots of cops have seen me (I’m much older though), but they don’t do or say anything because I always make it a point to do it at a place where there are people moving around.

That being said, the “fine” of 2000 which they demanded is clearly just a bribe, and was wrong, and they just extorted you, knowing you would not stand up to them. You should have stood your ground, calmly explained your position and situation, and assured them you don’t have any malicious intentions. (most) police here are nice enough to understand, even if they’re out to make a quick buck, and unfortunately, college students are their prime targets because they (The Police) know they (The college students) won’t stand up to them.
