Sorry to say, Womens are not safe anywhere in India, but based on my experience in Kanpur and from what I read in daily newspaper, Most of these gawars are active and crimes happen where there is more illiterate majority in area. Doesn’t mean other areas are safe too but societies/areas where people earn and literate they can make police accountable and have means to report them so police pay attention/patrols to keep area safe and respond proactively to incidents. I may have stated obvious but it is what it is.
