Just tell them to mail you the reason why they cant create/open an account. I have banking been with ICICI for ages and wanted to create an secondary account on the same branch. Some junior person said I am not allowed. Told them to mail me reason. Then bank manager came home to fill the form to create account and mentioned it was a mistake from their end.
Most folks in ICICI customer desk are freshers who have no clue. So their first job is to reject and avoid unnecessary work if its not a good account.
