hey, firstly to answer:
1. In chandigarh you can visit the new IAF museum is sector 18, its a unique experience with games and all. you must visit the rose garden and sector 17 underpass on a weekend evening. do visit softy corner and try their double chocolate softies its a unique one, and do have breakfast at Indian Coffee House at Sector 17. You could also visit the Panjab University Student Center and have a classic university meal there. For cheap shopping visit sector 22 and sector 19 markets, or theres elante and sector 17 for brands. Panchkula theres nothing much but you should also visit gurudwara shri nada sahib.

2. seven days are more than enough, the Tricity is not a very big region like Delhi NCR, it'll take you at max 40 minutes to reach from one end to another as the traffic is well coordinated.

3. see ola uber is well functional here. you could try zoom car or something, they shouldn't charge you more than 2000 / day excluding the fuel, which you've to borne on your own. in day time (not 9 am and 5pm officer opening closing hours) CTU busses are viable for pick and drop to nearby points

4. for your budget it depends, hotels like Marriott and hyatt are well within the city centre, the prices easily starts from 5-6 k per night. hotel western court (43) is also a good option, relatively lower than marriot-ish. sector 43 hotels are good
