Registered last year. Don't go for a lawyer, most of them are absolutely lazy and useless. We wasted 2 months because of lawyers. Best is to check the website and do all the procedures yourself on the portal. If there are any issues with your documents, they will raise comments and you can rectify. All online.

You will need the following.
1. Goa Residence certificate for your partner. If she already has one in the past, it is very easy to get a new one. The residence certificate is only valid for a few months once issued. Most Goans get this done for higher education scholarship at some point so check with her family.
2. Both of you will need to make one affidavit each saying you are not married to anybody currently. The format is on the website I believe or you can just google and find. Get it done from a "national notary" where you reside. We got it done in Bangalore and had no issues.
3. Birth certificates for both and other educational documents.

Once the uploaded documents are approved, You need to do 2 signatures for which you need to book slot through the website. For first signature, you need 3 witnesses with local Goan ID proof (can't be relatives). After first signature, you can book alot for second signature between 1-3 months. From the 3 witnesses in the first signature, you need 2 of them for the second signature (can't be different witnesses from the first signature).
