Complain to to your corporator and MCC! They gonna sue their ass to the core. In our area, they don't even allow small dump which goes beyond our house length on our side. Once, my neighbour had dumped in front of their house some construction material (not on their house side, rather the other side. There was no house beside that dump though). Someone in my area complained on them and they had to pay a fine, plus to take that out with in a day!
