You probably have a sharing restriction turned on. Go to settings, “airdrop and handoff” setting and check the setting in there. Also, if you have any “screen time” setting like “app limits” or “content & privacy” it’s easy to toggle those on but the restrict other if it involves cutting off or limiting.
