I'm from Delhi NCR, and went to a school in Ghaziabad. To be quite honest with you, I do not think this was a targeted attack.

Obviously, it could be targeted, but I don't feel like it because Ghaziabad is just a crime ridden place. My school had many NE people and there wasn't any discrimination. Shit like this just happens sometimes, be it a NE or non-NE guy, especially since colleges are often built in the worst parts of the city, generally outskirts, that not even I would go to.
