To be honest, if the job requires local language proficiency, like a bank clerk or a person who interacts with local people more, maybe language exception can be given. Here we can understand why they need people with a particular language.

But this seems like it is a pure technical data analyst role, not sure how language matters here. The JD says pure Hindi is specific, but just for that sake, making South Indians out of race seems like a prejudice. No matter where the person comes from, if he/she is good at Hindi they should have hired the person.
