Jamnagar sounds like a petroleum connection, it's as much a strategic setup as a commercial one for Russia during current times, so I wouldn't be surprised if someone in the administration involved was travelling for the same.

If autos stick to the fares, then there are high chances that they would get good money. People wouldn't mind paying 25 for a 1km ride. Besides auto drivers in a way costlier city like Mumbai are also easily making good money, so obviously a similar fare would be justified
