With a budget of ₹40k, you can manage in Mumbai, but it will depend on your lifestyle and priorities. My answer may be wrong in many areas since Mumbai is huge and prices change everywhere. Even in the same station like Andheri or Goregaon the prices can change a lot depending on where you are, and if it is East or West (usually West is more developed and costlier)
For accommodation, shared PGs in suburbs like Andheri, Goregaon, or Navi Mumbai/Thane typically cost ₹10-20k per month. When I was doing Masters, we were given hostel rooms which were 10k a year so it was very affordable but anywhere outside would charge you more. If you're okay with a longer commute, you can find cheaper options further out—Facebook and Instagram groups can help you find shared spaces(a friend after passing out from hostel found one using these for 18k sharing near Versova Beach).
Food expenses can be managed with a maid and cook for ₹5k/month and groceries for ₹6k. If you have a facility then even they have food provided. Eating out occasionally would add another ₹8k/month, with a typical outing costing ₹2k per person, since travelling in this city is a bitch. Public transport is affordable and convenient, with a monthly bus and local train pass costing around ₹2k, but if you frequently use rickshaws or cabs (Ola/Uber), expect to spend about ₹4k/month. Investing in a second-hand scooty can save a lot on travel expenses. But in all options, there is heavy traffic from 9AM to 11AM, 4PM to 8PM, no matter where you are going. And god bless if there is a festival or politician visiting. A simple route of 10 minute can squeeze up to an hour or two even.
