The chart is wrong. Let me start by saying that I'm an european living and woking in Delhi, so I know both scenarios. In Europe, the average weekly working hours for a full time job is around 36 to 42 depending of the job itself (more or less stressing). The big question now in europe is the 4 days working week instead of the "normal" 5, but even with less one woking day, that doesn't mean less weekly woking hours, so if one works +1:30 hour daily we can reduce to 4 working days per week.
What I saw in India (and India is quite big and diverse) is an immense working force not organized, with very little income that works way over 50 hours per week. I've seen guards (for exemple) doing 12 working hours shift non stop for months without weekends or holidays and working more is very different to working better, so yes in India working hours are much more than in Europe, but less efficient.
