I prefer this way for compliance and data rooms. Easier to send existing documents rather than having to export from Notion and manage those exports.

In terms of versioning, I create an Archive folder in each folder and maintain old version files with the ISO date or version number in the filename. The Archive folder may be inaccessible to regular users.
