AP farm land - 80,000 sq.km

We need a planned city. To be less congested. It should be in the middle of the state. It should have good water access. It should have a nearby financial hub to give a boost-up.

I see only the Amaravati region as a perfect set for this. Take Gandhinagar from Gujarat as an example. It got a boost-up from Ahmedabad. It's also a fertile crop land, but it's a sacrifice for the better. Just FYI - I'm more near to Vizag than Amaravathi. Vizag can't be a good choice for the capital region. It's full already! Let it be a financial hub like Mumbai.
