Yep this would be textbook keyword stuffing. And honestly the sign of an amateur's understanding of SEO. Exact match keyphrases are important but Google is smart and understands context, so this sort of keyword density isn't even necessary.

Plus, like you mention, it's bad UX and turns off site visitors, leading to an increased bounce rate. Higher bounce rate signals to Google that your page isn't meeting search intent, you get pushed down the SERP, and... yep, that's your own foot you just shot.

Just providing an all around terrible web experience for crawlers and humans. Two thumbs down.

Commuting is a breeze if you compare it with Mumbai, usually doesn’t take more than 30 minutes to reach places.
I’m not aware of furniture rentals but a fully furnished apartment would still be affordable or you could opt for a shared apartment.
Groceries for non vegetarians are easily available in all areas, also Baroda has a sizeable Marathi population.
