That M2 is plenty powerful and installing older systems is just a minor stall (at most 2 years) until you have to upgrade it again anyway. IMO there are very few good reasons to use an older OS outside of performance or lack of OS compatibility. Wasted disk space on the AI stuff that you are just going to disable could be one of you were exceedingly tight on disk space, but your M2 MBP should be ok considering it sounds like you are starting from empty anyway.

From what i can make out, all the places you are referring to are franchises and the rent to be paid in 17 is high. Also the old owners dont rent out for franchise. I remember there used to be a subway but it closed cos the rent was too high.
