India has too large population and territory for this to work.

It is not like we don't have laws for this. Issue is with enforcing them.
Corruption plus "chalta hai" attitude pretty much made enforcement non existent in India.

We should try extreme enforcing in certain cities\*probably NOT metro cities as they are too big to start with) instead of entire country. Like that city should get extra budget and additional oversite just to oversight this cleanliness operation. Make fines proportional to income. Make jail term for repeated offenders. Make enforcement(with photo evidence of crime) tied to police's salaries so they would have incentive to go and catch every single offender.

If few cities are successful then the attitude should spread in nearby areas.

This is generational effort. No simple and quick solution exists unfortunately.
