Parents take the easy way out as they know that kids will throw a tantrum. Unlike the old days, parenting has changed and kids are no longer scared or afraid of their parents (a good thing IMO). So, unless one sets up the rules and follows them consistently, kids know that they can get away. It could be as simple as 'we will go home if you cannot sit quietly at a restaurant table'.

Interestingly, I have observed over the years that boys are the more unruly and pampered ones.
