The Indian Government lacks the sense to earn a return on their investment. Because we are still stuck in the Fabian Nehruvian socialistic administration models.

In the 50's the USA invested in their road network. They gave incentives for people to buy homes. The taxes were very high at that period but all that money was used to provide things like subsidized education. Then the graduates were actually harnessed (this was big) in various nation building sectors like defence, science & tech, finance and industry. One such industry was the car industry. And hence the American cars of the 60's were unrivalled and it was a point of pride to own an American Cadillac from that era.

The Indian government sees everything as a money pit. They understand the spending part but they have yet to master the technique to get returns on their spending. India spends on education. But never thinks to harness the graduates on whom they have spent. They don't understand that a cheater in a university final exam/government service qualification exam is looting the country.

Their mentality is in the gutter and hence it resents anyone who gets slightly above and thinks it is their moral objective to penalize them.
