I’m say this about the annual flooding and I’m saying it about fires. If your home is getting bailed out because of a disaster like this in a disaster prone area, you shouldn’t be able to just rebuild the same thing. OP I understand your frustration. I've been there after moving back to Goa 15 years ago.

What I've learnt and mentioned elsewhere finding skilled labour is hard because they are few, and if they are good they are in heavy demand, and mostly contracted to a firm or construction. You'll find them in most cases by reference. Pro tip: Combine multiple jobs instead of single small jobs, if possible.

Having your own vehicle is super important and you'll find most homes have at least one vehicle, probably a bike, and maybe a car as well. Goans do NOT primarily rely on taxis. They are expensive and don't discriminate between locals or non local. It sad but it is what it is. Find a rick instead and save their number. They're more economical and will mostly oblige.

As for the drinking part. That's probably your frustration speaking, but that's simply not true.
