What you need to do is do some research and find companies that are more transparent about their SEO offerings than most of the companies are on the Internet. Most of them want to sell you packages and everything else. There's a few I've seen them online that talk about how they can work with you for your SEO, educate you to showcase everything that you need to do, and you only talk to them when you need their expert advice and only pay for their knowledge and not the menial work that is involved in doing SEO.

If you didn't provide access to the site, what did you provide them with? Google Analytics access? Google Search Console? Anything at all?

Without access to the site, they can't do anything on the site itself, only off-page like link building.

I'm not sure what you expected them to be able to do without access to the website and yes, depending on what needed to be done, admin access isn't unreasonable.

I won't do work for a client that won't provide access to edit the site or at a bare minimum, contact with someone who can be held responsible for the changes to be made and can actually make them based off a change list I provide. I don't like the latter because it causes delays in results because like you stated, the client "didn't get around to it", then they wonder why results are late coming in.

$500/mo is too little for SEO, as well. That wouldn't even cover the cost of my initial analysis of what actually needs to be done.

I just had this argument with my dad.
