Best to tie up with a driver from a local taxi stand nearby. They are more reliable, if a little pricey. You might have to look around a little for a taxi stand if there isn't one in your sector's market.

If you know the woman rider who was riding in the wrong lane, you can simply inform her that it's not allowed and explain the rules clearly. If you don't know the rider, then stay out of it unless you have evidence like dash cam or body cam footage. If you do, proceed respectfully and explain the rules.
