    Which city in India has good civic sense?.

    My ideal city to settle: small town but educated individuals with good civic sense. Less population density.Decent infrastructre and closer to villages. Road connectivity good, airport and railway station within 2hrs. Decent hospital for emergency. Not a fan of apartment buildings, so surplus land to buy land and build own house (freehold land) But real estate must not be over inflated.     one year with no horn, no headlights, and a scooter that slowly turned into a death trap
