If you're thinking to execute your plans in the next upcoming days. Then I'd suggest you not to do unless you have proper riding gear and your bf is a seasoned rider. The reasons is as follows:-
Assuming the Aarti will be finished by 5:30-5:45 pm. Then it will take you another 2:30-3 hours to reach mussoorie and you might experience very low temperatures while riding and the roads too are very zig-zaggy (IDK if it's a word) more-so, since the temprature is near zero you might experience black ice I.e. a thin sheet of ice on the road where there is water.
Further, If you're planning to visit the upcoming week, you'll experience heavy traffic and the vehicles too are not allowed to enter mussoorie.

IMO you should stay at Laxman jhula. Could go to Tehri lake the next morning, uske baad there is a very beautiful temple by the name Surkanda Devi. Could then stay on mussoorie of Kanatal that night and return to rishikesh via Doon.

the current India does not function for the well being of it's citizens at all. I think if anyone says otherwise they live in la la land. The only reason I think people wouldn't leave India despite it being an option is this blind patriotism/nationalism.
