Sounds like you're talking about my brother. I really wanted him to be my business partner. I wanted him to be my technical co-founder, whilst I do everything else. He says he wants it. But it was like pulling teeth for 12 months trying to get him to dedicate any time to our project and he has still not completed the most basic feature that should have been built in a week. 


He has excuses, some legitimate, life gets in the way. But life will always get in the way. 



I had to admit to myself that this will never work. So now working on a new project by myself and will be looking for a technical co-founder soon. 


He just doesn't have the drive, motivation, or initiative, to be a leader. As much as I would have liked to work with him,  he is and will always be a mediocre employee who will require being explicitly told and handheld in order to complete any task. 

Make a post here. Propose a meetup, book a location with specific activities you like. Your age. Area. Something fun and interactive like board games, badminton, trekking, bike ride, arcade, bar, breweries.. these are better than cafe, movie restaurants.imo

Why would you want to give your business to someone who doesn't want it? Trying to coerce them into wanting something you want for them is quite frankly a shit plan. You might be able to nudge them into wanting it slowly over time. Or you could hire them to do stuff, slowly give them more responsibility, and see how they handle it. If it starts off well enough and continues, you could slowly delegate all your responsibilities to them & then say "surprise, you're the boss now & you didn't even know it!"

Try Franchise India, they have options on budgets.
If pharmacy, better do with generic medicine franchise like Generic Aadhar, Dava India or some popular ones in them, if food, chose something that has an brand appeal and calling to public to walkin the store, competition is very high, if electronics, try a company dealership owned showroom like LG.
But I would say, the question seems to be completely giving only two pointers like own business or franchise. But if a budget and your passion around different subjects is provided, that can be easy. Hope this helps
