Simple explanation is that most people are going to college paid by their parents. They may legally be an adult but still the parents retain the authority and control over them till they are financially independent at least.

And from the college's point of view, it's easier to use the threat of informing the parents of issues to achieve discipline as most teenagers still fear their parents.
