Have you tried starting your computer(s) in safe mode and disabling iCloud access then? You \*should\* be able to get into settings that way as safe mode disables login items and relevant background processes. Then just do the usual – disable syncing of documents and desktop and see if you need to do anything else to restore normal activity. If so you might need to move the looping folders out of the iCloud folder hierarchy but guessing just disabling would do the trick anyway.

If safe mode doesn't get your machine stable enough next up is recovery mode and more fiddlin' around.
