Can't blame the car driver here. You aren't supposed to anticipate pedestrians crossing a highway at night. The onus is always on pedestrians to accurately judge whether there is enough time to safely cross a road without getting hit by a vehicle. But it looks like this woman didn't even bother to stop and look before crossing. Pure callousness!
