Given your SEO expertise, you could explore transitioning into technical product marketing or growth analytics roles which tend to be more stable and leverage your existing skills. Lots of them are dishonest. That is the truth (but it is not particular to SEO, same goes for social media marketing companies, web development agencies etc). Lots of them focused on cost-cutting, overselling, underdelivering.

Even among the ones that aren't and deliver good results, the management will try to upsell you and will try to put you on a retainer. For many websites (and I am talking about small niches here not ecommerce websites or large organizations), they do not need 5 years of SEO work done. But the business model is to keep clients on a retainer and always give them something to look out for.

However, the 20% of ad spend or the flat fee of $500-$600 is on the cheap side of it. I know a very bad PPC agency that charges a $3,000/mo retainer and they are actually focused on small businesses like yours. Their sales team is the only amazing thing as the work they do is piss-poor. So if the agency that charges $500 has some good referrals (worth looking deeper into it, maybe even call a business that left them a review), go for it.
