I think it's mostly because people don't really have many children. My family as well as my extended family all have 1 kid each. The average in the state are 2 children.
Plus a significant portion of the youth are also child free or unmarried.

I know that government gave 1 year maternity leave. Nothing much after that but also, I tend to forget things.
