Local Train is the fastest and cheapest way to get to Andheri /Vile Parle from Virar. The only other option would be a cab but that will probably take you more time and much more money ( atleast 700-800) . Don't travel in the morning till 11.30 am. Post that you should be relatively fine. Take an AC local. Will cost you Rs 100 but well worth it.

Now, places to eat/ visit around NMIMS there are plenty... Just opposite NMIMS, you have Mithibai college. Outside it's gates will be stalls of Vadapav, Dosa, Bombay Sandwich etc. They are all good.
You can walk about 300 to 400 metres towards Cooper hospital and find Amar Juice Center, where you can get juices and snacks.
For Lunch/ Dinner, you can take a auto to Mahesh Lunch Home if you are non vegetarian and into seafood. For veg, Shivsagar opposite Juhu Beach.

For sightseeing, there's Juhu Beach - within walking distance of both the restaurants l have mentioned. There's the ISKCON temple, if you are into visiting places of worship. And the mandatory touristy thing to do- visit Amitabh Bachchans bungalows. Both Jalsa and Pratiksha are in the vicinity. Jalsa is within walking distance of Mahesh Lunch home.

There's also Khau Galli - famous for street food like vadapav, sandwich, dabeli and Frankie outside Vile Parle Station on West side.

I agree. If a state wants special restrictions to be placed on people outside the state, then they should expect the same restrictions to be applied to them when they are outside their home state = that is, unless there is some special reason such as endangered animals, plants, water bodies etc.

The sort of restrictions being placed in Uttarakhand has nothing to do with protecting local flora/fauna but rather it is just a way of giving special privileges to the locals for no other reason than to give them an unfair advantage.
