Common Problem with all the couriers in goa. Not enough delivery agents and too many parcels, they just keep piling up and send them back in bulk to warehouses as its easier than actually taking it out for delivery.
Heck even bluedart nearly sent back my Credit card courier.

They will conveniently mark it consignee not available address not found because parent company ain't gonna do jackshit to these agents.

This is the standard practise in most countries. I have visited Singapore, Belgium, Việt Nam and Turkiye. And the entry fees are always around 5x for foreigners.

Cost is subsidised for Indians to promote local tourism and the difference is collected from foreigners.

Not to shoot your idea down but dubai is expensive everything is glamorous and superficial. You might even feel depressed with how bad our lives are compared to the ultra luxurious life they lead and you might come back feeling worse than before. I'll say go to South Asia, vietnam, Bali(Indonesia), Thailand etc you will actually be able to try new things and experience a new culture. If you really want to go to Dubai up your budget cause you'll end up just looking at others enjoying life with a tight budget.
